Prize orb info seems inconsistent

In normal mode when i click on the treasure icons on the right, when i have over 25 of them i see some percentages that should suggest me the spawn rates, yet i don't see any prize orbs spawning, say, no orbs of flash in the land of eternal motion. Am i very unlucky or there are other rules in place that aren't reflected anywhere as text?

I think you were just unlucky. I just did a quick test run and with 25 Ice Diamonds in the Land of Eternal Motion, I saw an Orb of Flash about once every 200-250 turns.

Also no orbs appear on Caribbean islands.

That's normal. Per the wiki:

Orbs — both the native Orb of Time and any guest Orbs unlocked — only spawn on boats on the sea part of the Caribbean, not on the islands themselves.
