hal_nxp: Remove MCXA166/A276, add MCXA266/366

1. Remove MCXA166 and MCXA276 as they are renamed to
MCXA346 and MCXA266.
2. Add MCXA266 and MCXA366 header and pinctrl
3. Rename MCXA166 to MCXA346.
