dts: nxp: kinetis: Add dummy pinctrl dtsi file for MKW40Z

The MKW40Z160VHT4 doesn't have signal_configuration.xml data
available for it so we will have to hand code the file based on what is
needed for the Hexiwear KW40Z board port.

For now add a dummy placeholder file.
