Create Draft Safety Manual

Creating an initial draft of the safety manual. The primary objective of this task is to get the core outline in place and build a structure in which experts can add safety manual requirements as they come up in the working group discussions.

Ref 2026-02-24 workgroup meeting for relevant discussion.

The manual will be created in a similar structure to the requirements document, where requirements for implementers can be added and referenced using the strictdoc requirement format.
