crosstool-ng: Pull in zlib 1.2.13

This commit pulls in the following crosstool-ng patches that:

* change the primary source code mirror from SourceForge to GitHub
  because the SourceForge mirror is broken.

* update the zlib version to 1.2.13 because the GitHub releases only
  include the zlib versions above 1.2.13.
