picolibc: Merge in upstream main to get CMAKE_BUILD_TYPE fix

This moves picolibc to include all patches up to and including the
CMAKE_BUILD_TYPE fix. There are only a few relevant code changes; most
of the upstream work has been on clang compatibility.
