cmake: Select HAS_NEWLIB_LIBC_NANO unconditionally

This commit updates the Zephyr SDK Kconfig to select
`HAS_NEWLIB_LIBC_NANO` unconditionally because the Newlib nano variant
is now available on all targets supported by the Zephyr SDK.
