gcc: Pull RV32E Zcb multi-lib patch

This commit pulls in the GCC patch that adds Zcb extension-enabled RV32E
multi-lib builds and alternate mappings.

The following Zcb-enabled RV32E multi-lib configurations are supported
with this:

  rv32emc_zicsr_zcb_zba_zbb_zbc_zbs
  rv32emc_zicntr_zicsr_zcb_zba_zbb_zbc_zbs
