picolibc: Update to include include path fix for Zephyr SDK

Bring in picolibc fixes that are the same as zephyrproject-rtos/zephyr#78899 That also includes a proposed fix for the include path bug which was worked-around by 20344ef Signed-off-by: Keith Packard <keithp@keithp.com>
