patches-arc64: Re-organise patches

* Remove symlinks to global gcc and gdb patches since they are no
  longer part of sdk-ng and have been integrated into the relevant
  Zephyr forks.

* Move ARC64-specific binutils patches out of the 2.35.1 version
  directory since we are now using CT_BINUTILS_SRC_DEVEL=y and the
  package version is no longer relevant.
