llvm: Pull Arm LLVM ET 19.1.1 patches
This commit pulls the LLVM patches from the LLVM Embedded Toolchain for
Arm 19.1.1 release.
These patches are sourced from `patches/llvm-project/` directory under
the LLVM Embedded Toolchain for Arm source tree.
