This reverts commit 7011779 in order to revert the SDK 0.16 LTS release to include Picolibc 1.8.6, which is the Picolibc version used by the Zephyr LTS3. Signed-off-by: Stephanos Ioannidis <[email protected]>

This series reverts the Picolibc version in the Zephyr SDK
v0.16-branchfor Zephyr SDK LTS to 1.8.6, which is the Picolibc version included in the Zephyr LTS3 (v3.7).Zephyr SDK 0.16 LTS will remain fully compatible with the Zephyr LTS3 (v3.7) in the future.
