Subject: [PATCH 1/2] west.yml: bump hal_ti to include gx51x pinctrl dtsi

Update hal_ti revision to include the gx51x pinctrl dtsi file. The file
has support for additional pins and peripherals not available in the
g1x0x_g3x0x family of MCUs.

Subject: [PATCH 2/2] boards: ti: lp_mspm0g3519: lp_mspm0g3519.dts: fix pinctrl
 dtsi

The mspm0g3519 has additional pins and peripherals that cannot be
configured with pinmux values defined in mspm0g1x0x_g3x0x-pinctrl.dtsi.
The HAL added pinctrl definitions for gx51x family of MCUs.
