[Feature] Installing/updating plugin without restarting IDEA (Dynamic Plugins)

Please add the ability to install and update the plugin without restarting IDEA.

I did some testing and it looks like IDE does not allow that.
I asked on JB forum but no official answer https://platform.jetbrains.com/t/dynamic-freemium-plugins/2384?u=zielu

I have one more test in mind, will come back with results.
