Auto reconnect Feature

For a long-running consumer, auto-reconnects can be very important.
Should be trivial to implement using ZIO's retry capabilities, perhaps a config option to turn off/on auto-reconnect and allow passing in a Schedule

@linux-root I should be able to take a look at this within the next week or so.
As mentioned above it should be a matter of adding retry(scheduler) here

I have been busy since attempting to look into this. However, this is not as simple as it seems, we first need to create a test case to reproduce the issue and then we can look at how to tackle. The underlying Java rabbit library provides reconnects by default so we need to understand what reconnect we are talking about here
