Note release version number on Desktop login screen

Because there are times where the Desktop version does not change upon a Zowe fix-only release, it would be good to show the overall zowe version number in the Desktop alongside the Desktop version number.

This could be done by having the app-server read zowe/manifest.json and propagate it to the Desktop via the /environments api, and then displaying it on the login screen and logout menu

This feature will not work in development, because zowe/manifest.json would be missing in a dev sandbox.

So, the desktop would just need to print a message saying DEV or something like that.
