Issue seen downloading data sets with IBM-937 encoding with zOSMF profile

Describe the bug

Error with download of data set using IBM-937 as encoding, but no error with IBM-1047. Issue first seen in Zowe Explorer but also seen with the CLI command for zOSMF.

Error (changing userID & hlq to generic):
PS C:\Users\626935> zowe zos-files download data-set "HLQ.ONLF72.PLI(GPBIU31A)" --ec IBM-937 -f GPBIU31A.PLI

Unable to perform this operation due to the following problem.

receiveResponseHeader: timeout receiving response (>30 secs): TsoServerConnection(USER=USERID, ASID=0x0134, QID=0x00460016)

I see this behavior with downloading a member with >= 1619 records (lrecl 80).

I also see this timeout when uploading a member with >= 810 records (lrecl 80).

Note. For each record, I have:

I was able to reproduce the upload member issue using Bruno (a Postman alternative for testing REST APIs), suggesting that this issue is a z/OSMF server-side problem.

With 809 lines the contents are uploaded in <2 seconds. With 810 lines I cannot get the upload request to succeed, whether that's using the default response timeout (30s) or something much higher (5 min)

Download requests yield the same result, the operation eventually times out with a similar response - even with a large response timeout set.
