Check for firmware updates for the adapter immediately after setting up a new adapter

If you setup the Z-Wave integration or you have just switched to a new adapter (such as the ZWA-2), you want the adapter to have the latest available firmware.

Just like when adding a new Z-Wave device, we want to trigger the update search (and install) immediately after onboarding a new adapter (or zwave setup in general).

This issues depends on these issues:

Depending on the life cycle of the adapter/controller we may not be able to listen to the node "interview completed" event, if that fires before the integration is setup after the change of adapter. If we can't do that we could add a default search for firmware when finishing the config flow and a new or different adapter has been configured.

We've lowered the delay for the firmware check to 15 seconds for the first device, which is always the adapter/controller, after the config entry is loaded.
