Determine clear implementation details for Funkin engines

With the amount of engines that is out there, we need a good way to maintain support for said engines. Currently, we have several approaches in mind.

1. Implement each support as code
2. Implement rules as code, have a human-readable definition file by combining rules.

This is an ongoing discussion. Feel free to contribute, the rest of the development will follow this issue

Python scripts will probably be the best way to implement this, the main ones should be hardcoded for performance though!!

As of right now we need a more verbose way to detect the engine rather than a exe, I’ll see if there’s options to do that
