Hello this is likely due to to your system not up to data or you using a version of python that is not compatible.
Could you try:

• Install python3.10

• run these
  python3.10 -m venv venv
  source venv/bin/activate
  pip install --upgrade pip setuptools wheel

Then if it work run installation again but ensure you use python3.10
