Can't use Ctrl+Scroll to zoom in

Summary

When scrolling with the mouse wheel while holding ctrl, I would expect the webpage to get zoomed in. Instead, I have to spam Ctrl+Plus to make this happen.

1. Open any website
2. Hold Ctrl
3. Scroll your mousewheel

Expected behavior

Ctrl+scroll should zoom in.

Actual behavior

Ctrl+scroll does not zoom in.

Note that the fix only applies when the LADYBIRD_QT_USE_VULKAN_WINDOW (and thus USE_VULKAN_DMABUF_IMAGES) compile time flags are true. These can be set to false if glslang-tools or libvulkan-dev are not installed on your machine. The path will also not be hit if --force-cpu-painting is used.
