Currently the auto-merge is based on if the PR is not dirty or blocked

Describe the solution you'd like
Auto merge should include additional filters/rules

• File path Glob to control which allow auto merge (e.g. only within /docs would qualify)
• Limit number of files changed
• Limit the code coverage changed
  etc
