timestamp variable in GET call

When you insert the variable {{timestamp}} in a GET call action, the + sign is missing in the resulting ISO string.
Example: "12-06-2026T13:00:00 0800" instead of "12-06-2026T13:00:00+0800"

This has been fixed in v1.9.11.

There were actually two related issues:

1. The + sign being dropped - when {{timestamp}} is used inside a GET URL, the + in the timezone offset was being decoded as a space by the receiving server. Template values are now percent-encoded when expanded into URLs, so +02:00 is correctly transmitted as %2B02%3A00.

2. Timezone format - the timestamp was also producing +0200 (no colon), which strict RFC 3339 parsers reject. It now produces the correct +02:00 form.

Please update to v1.9.11 and let me know if you run into anything else.
