[🚀 Feature]: Remove IE Driver Server code

Proposal

• Remove cpp directory and all dependencies unique to it
• Remove IE driver tests
• Keep Binding support (Driver, Options, Service classes) until Microsoft officially removes support for "Edge in IE Mode" (expected 2029)

Related Facts

• The last Selenium release of the driver was with Selenium 4.14 on Sep 25, 2023
• We aren't currently running IE tests anywhere
• The last bug filed in GitHub about IE code issues was Jan 23, 2023
• Plausible shows .2% of tests this year vs .3% last year
• The most recent IE bug fixes by Microsoft:
  • September 26, 2024 (KB5043145)
  • April/May 2024 (KB5036980 / KB5037782)
  • September 2022 (KB5017381):

Have you considered any alternatives or workarounds?

There's no pressing need to remove this now other than to match what we're actually doing and tidying up the code base.
