Updating release repo for newer ROS distros

In the ROS package repositories, this repo is the source for the rplidar-ros package on the older distro humble.

In newer distros (e.g. jazzy, kilted, rolling) the rplidar-ros package is built from https://github.com/allenh1/rplidar_ros which appears to be older and more out-of-date than this one.

@deyouslamtec you are listed as the maintainer for Humble, as an official representative can you please get the packages for newer distros updated to your repo, especially jazzy (current LTS) and rolling (will set the new standard).

I want to draw attention to this issue again. The rosdistro package maintainer has been returned to this repository for jazzy. However, the latest version, 2.1.5, which has existed for almost 2 years, has not been released to the ROS Index.

I'm sure many people would greatly appreciate it if @deyouslamtec could publish the latest version to ROS Index for humble, jazzy, kilted and rolling. It will especially benefit those like me who want to use the RPLidar C1.

I have reached out to Slamtec about this issue. They handled the feedback well and responded very quickly. Unfortunately though, it seems like this issue isn't a high priority at the moment:

I’ve discussed with Deyou about your feedback and the link you provided on github.
Indeed there is no newer release version available for now.

Although a new package is already on the roadmap, but due to the limited R&D resources during the end of the year, it’s unlikely to be released before Q1 next year☹
We appreciate for your patience and understanding, and will update this repo as soon as possible.

What is still confusing to me is that while 2.1.5 has been the latest version for a long time, it hasn't been released for Humble/Jazzy/etc. only Noetic. The fact that 2.1.4 does exist for Humble (and now Jazzy) makes me think that 2.1.5 should be compatible as well. So in my mind it would be relatively easy for Slamtec to publish it for newer version of ROS. Is that correct or would there be compatibility problems?
