chore: remove outdated frontend PR workflow versions and consolidate configurations (#193)

- Deleted frontend PR workflow v1 and v2 YAML files as they are no
longer needed.
- Updated the default frontend PR workflow to reference the latest
sonarcloud-scan workflow directly.
- Enhanced sonarcloud-scan workflow to include new inputs for cache
strategy and restore key options.
