Added pyasyncore to pyproject, fixing issue AdnanHodzic#601 (AdnanHodzic#822)

Changed python version requirement to >=3.9 to fix error:
pygobject requires Python <4.0,>=3.9, so it will not be satisfied for
Python >=3.8,<3.9
