docs(sprint): S3/KAN-250 charter amendment — staging served its purpose [KAN-260]

Record Adam's charter amendment for S3: the staging deploy path via
GitHub Actions worked e2e and Adam verified the app on staging before
the v0.4.13 production cut. Cloud Deploy migration is a new ticket
for Sprint 10, not rolled S9 work. Check the close-out criterion,
fix Status field, and reconcile aging table wording.
