Test Run will not start

What steps will reproduce the problem?
1. Follow instructions on BuildAndDeploying wiki
2. Set up cron job as instructed
3. -OR- hit /distributor/start_run on your instance

Expected
Test run should start.  RunLog and ClientMachine data model status should 
appear.  EC2 instances should be started.

Actual
Nothing happens.  No data is generated and there is no error log indicating why.
