[CI] Default CI jobs to Ubuntu 24.04 instead of 22.04

Describe the bug, including details regarding any error messages, version, and platform.

We use Ubuntu 22.04 as our default Ubuntu. Should we move our default to 24.04?

Ubuntu 22.04 is suppose to be end of Standard Security Maintenance on May 2027, ~10 months from now:
https://ubuntu.com/about/release-cycle

I am not talking about deprecating but about moving our default to 24.04 and keep some jobs on 22.04.

I'm ok with this. Also, this might allow using system packages more for heavy dependencies such as gRPC etc.

We should probably add some of our CI jobs to run on Ubuntu 26.04 too. We don't seem to be using it apart from the ubuntu-resolute packaging jobs.
