Chatter does not work on Red version 3.5.3

Describe the bug
The chatter cog will not load after updating to 3.5.3

To Reproduce

1. Launch Red 3.5.3 or do [p]load chatter after launching
2. cog refuses to load
3. See error in colsole

Expected behavior
The cog would launch without errors and function on the bot, as was the behavior with Red 3.4.x
