Office election candidates with filer id should be sorted before those without a filer id

This is really subtle, but right now the office eleciton page sorts candidates by contributions received. Those who have no filer id or no contributions are at the bottom and visually treated the same. But technically, those with no filer id are sorted before those with a filer id and no reported contributions.

In my opinion, those with the filer id have gone the extra step of filing the form, which is a step ahead of those who haven't.
