Is it still in development, and is it safe to use still?

Very safe to use and no need to really update it unless there's substantial improvements to code. No other bootloader has seen updates either lol. 3DS is pretty much done in most cases. Thats just my POV as an average user. More stuff is going on in the NDS part of the community
