Docker Engine >= 1.10.0 (released 2016) and Docker Compose >= 1.6.0 are so far behind current versions that the constraints provide no useful guidance. Removed the version numbers, keeping the install links intact. Fixes docker#25146

Description
The content trust sandbox prerequisites referenced Docker Engine >= 1.10.0 (released February 2016) and Docker Compose >= 1.6.0. These version numbers are so far behind current releases that they provide no meaningful guidance to readers, and may make the tutorial appear out of date.
Removed the version constraints, keeping the install links intact.
