Please provide a clear description of problem this feature solves

1. We automatically power on machines as part of site-exploration prior to ingestion
2. Power manager automatically powers on a machine.

This is going to create issues when we are trying to do f/w updates

Feature Description

We need to discuss whether auto power on should be the default. Furthermore, at a minimum we need the ability to turn off auto power on at a site-wide and device-wide level.
