PUT based ACTION seem kind of weird in hindsight, they feel tacked on and don't seem like they match the rest of this system. It's also a misuse of PUT, as people would expect this to be used for upserts, rather than general operations.
If there's a general desire for a quick endpoint for publish operations then this seems like it would be better served with dedicated endpoints added in core, rather than in a module
