[P3 Governance] Decide monorepo licensing policy before adding LICENSE files

Set one explicit licensing policy for the monorepo before adding any LICENSE files to products or packages.

Decision record

• Identify which apps are public-source, source-available, proprietary, or third-party-derived
• Confirm ownership and contributor rights
• Select repository-level versus app/package-level licensing
• Record exceptions and attribution requirements
• Obtain legal review where needed
• Only then open scoped implementation tasks

This supersedes automated issues #92 through #113. Adding MIT by default to every app/package is not an agent-safe maintenance change.
