This is a "big" release: switching to Python 3.12, Ubuntu 24.04 Docker Image and moving from "requirements.txt" to pyproject.toml.
This allows a modern Python Environment manager, Pixi. Note that there are breaking changes, mainly in deployment ( no DB upgrades).
