Error on Python version in Docker file

There is an error in the definition of the Python version here it specify 3.10.11 but should be 3.9.4. The problem is in the tagged version 3.4-python3.9 but the branch version python3.9 has the right version here

ah good catch. if you make pr's with the latest update to all of the branchs ill create new releases, so then the latest python 3.9 will then be correct.

Ok. Will add another issue in other thread and will make one PR, I guess are related.
