TODO: Improve device triggers

There are multiple things we could do to improve device triggers:

1. Add endpoint support to notification triggers, either via splitting out the device triggers or by offering it as a field to input
2. Add support for additional notification Command Classes.
3. Explore moving to discovery of value notification device triggers to base based on the stateful metadata property of a Z-Wave value
