NPC RISC-V Open notice

The MIT license in LICENSE applies only to the self-owned RTL, wrappers,
simulation harness, scripts, tests, and documentation explicitly included in
this repository. It does not relicense external tools, firmware, operating
systems, reference models, or source snapshots whose identities are recorded
under delivery/ and provenance/.

NEMU is an external Mulan PSL-2.0 dependency. OpenSBI, Linux, Verilator,
toolchains, and any user-supplied program images remain subject to their own
licenses and version requirements. Their source and binaries are not bundled.

Historical benchmark and implementation values in the documentation are
provisional references unless a Profile-scoped public evidence entry marks
them verified. Such values do not imply timing closure, physical signoff, or
silicon behavior.
