per-plugin tunnel_interface_name?

Currently, the tunnel.gre plugin uses the "base" tunnel_interface_name from the global device settings.

However, multiple devices use a different naming convention for different tunnel types. Examples that come to my mind are VyOS and JunOS.

IDK if this has already been discussed, but I think we should have a way to define the tunnel_interface_name on a per-tunnel-type basis.

You could have pre-link-transform hook in your plugin setting link.interfaces[n].ifname based on device features.tunnel.x.ifname (or some such). Would that work?

And yes, I know I'd have to fix the common code (utils/tunnel.py) to check list/dict values in features.
