Sync deployment helpers with all 4 USPTO MCPs

- validation-helpers.sh: Sync with Citations version (add centralized key detection + file permissions)
- manage_api_keys.ps1: Update PTAB section to show [REQUIRED] for USPTO API key (new ODP PTAB API)
