The actions docker/setup-qemu-action@v3 and pypa/gh-action-pypi-publish@release/v1 are not allowed in jwiggins/blend2d-python because all actions must be from a repository owned by jwiggins, created by GitHub, or match one of the patterns: RalfG/python-wheels-manylinux-build@*, enthought/setup-edm-action@v1.
