It is not immediately obvious that the FERC node is clickable, whereas all other clickable elements are end nodes:

We could:

1. Easy. Add an outline to indicate which boxes are clickable.
2. Hard. Use d3 JS to update SVG elements with on hover, a la infographiqJS (infographiq.js, example)
