[shim V2] Adds the V2 shim for Linux containers on Windows

Refactor SCSI controller to directly reference the Controller GUIDs rather than have the controller indexes.
Introduce StateInvalid in SCSI controller similar to Plan9 controller
Move test files to the same pattern as other controllers i.e. using mocks
