[Task]: Upstream MP support for QEMU-SBSA to mainline TFA

This issue is created to track the progress of upstreaming the MP support change for QEMU SBSA to mainline TFA.

Solution Overview

QEMU SBSA currently does not support MP if we put the standalone MM partition on secure flash. This will cause the other cores to hang if the BSP change the flash mode (which wakes up the processors)

The patch is currently carried in mu_tiano_platforms: https://github.com/microsoft/mu_tiano_platforms/blob/main/Platforms/QemuSbsaPkg/tfa_patches/0002-Fixing-SBSA-MP-usage-4.patch
