Routing manifest still uses Anthropic after account is disabled

After adding an Anthropic Pro subscription and then configuring OpenRouter API keys, I disabled the Anthropic Pro account. Despite that, the routing manifest still attempts to use Anthropic, and OpenClaw throws an error saying no Anthropic API key is available.

Thanks for reporting this! We identified the root cause — when OpenRouter models have vendor prefixes like anthropic/claude-sonnet-4-6, the router incorrectly infers the provider from the prefix instead of checking which provider the model was actually discovered from.

Tracked in #1383 with a fix incoming.
