wezterm window spawned with exec-and-forget is not always focused

In my config, I have:

cmd-enter = 'exec-and-forget wezterm start'

When I press cmd+enter, it spawns wezterm. Sometimes the new terminal window is focused, but sometimes it is not. Is there a way to consistently focus newly-opened windows?

If I press focus-left or focus-right, I cannot focus the newly-opened window. However, if I change to/from the workspace where I created the window, now I can focus it.
