Since Tahoe, Workspace changes randomly

Steps to reproduce:

1. Typing in Workspace 1, switches unprompted to Workspace W and shows no active windows (though there are active windows in Workspace W).
2. Alt-Shift-1 does nothing
3. Select Workspace 1 from menu bar and switch back to Workspace 1
4. Alt-Shift-W and back to Workspace W with open windows as expected

Expected result: no behavior
Actual result: seemingly unprompted switch to different workspace, where active windows do not display

UPDATE: I think that MS-Office auto-saves may be activating other Workspaces.
